Officers on the ground
The people using this are scheduling shifts and staffing posts, not admiring software. Interfaces have to survive a phone, a night shift, and a hurry.
Audit-grade by default
Every report is timestamped, searchable, and exportable for a client or a state inspector on demand. That standard shapes how the data layer gets built.
